Complex organisms cannot give rise to new individuals through regeneration because complex organisms have a high degree of organization.
A complex body organization exists in them, as cells form tissue, tissues form organs, and organs form organ systems.
So, here different tissues and organs altogether form a different structure in which there is a definite position of organs in the body. That is why regenerating a different kind of tissue from another kind is not possible.
